Higher Education Emergency Relief Fund Report
Emergency Financial Aid Grants to Students

  1. Rhode Island College signed and returned to the Department the Certification and Agreement on 4/13/20, and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
  2. The total amount of funds that Rhode Island College will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $3,721,958.00.
  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter) is:
    • $3,106,399.75 as of 5/18/20
    • $3,246,253.75 as of 6/30/20
    • $3,259,853.75 as of 9/30/20
    • $3,259,853.75 as of 12/31/20
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 6,479.
  5. The total number of students who have received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act is:
    • 4,505 as of 5/18/20
    • 4,759 as of 6/30/20
    • 4,787 as of 9/30/20
    • 4,787 as of 12/31/20
  6. Rhode Island College established a Task Force of representatives from across the community to review the federal guidelines and regulations surrounding distribution of the Emergency Financial Aid Grants. Nearly all of Rhode Island College students enrolled Spring 2020 had their education disrupted by the COVID-19 pandemic, as a result of their education switching from in-person learning to remote-learning. Rhode Island College is using a hybrid approach to determine which students receive Emergency Financial Aid Grants and how much they receive under Section 18004(a)(1) of the CARES Act. The College’s Task Force used the Free Application for Federal Student Aid (FAFSA) data to determine the financial need of eligible students. Based on that data, created three tiers, 1). Pell Grant eligible, 2). Just above Pell Grant eligible, and 3). No demonstrated need and non-filers. Students identified in tiers 1 and 2 received an immediate Emergency Financial Aid Grant. Those in tier 3 are being asked to apply to verify eligibility and need.
  7. Rhode Island College provided and continues to provide instructions, directions, and guidance to students concerning the Emergency Financial Aid Grants. In addition, to campus wide communications regarding the availability of Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act, Rhode Island College also provided and continues to provide the following student communications where appropriate.
