Unemployment Waivers
Certain Rhode Island residents receiving unemployment benefits may be eligible for waiver of tuition and the registration fee for courses taken at Rhode Island College.
Students must submit the following:
- DLT Certification of UI Eligibility Form (DLT-467). The form must be dated within the following range:
A.
Session I - March 18, 2021 through May 16, 2021
B.
Session II - April 29, 2021 through June 27, 2021
C. Students adding a Session II course, after initially enrolling for Session I may be required to submit a second DLT-467 form with the appropriate dates recorded.
Waivers dated April 29, 2021 through May 16, 2021 will cover Sessions I and II.
- RI Public Higher Education Unemployed Means Test
- Signed Copy of 2020Federal Form 1040, 1040A, or 1040EZ
- Copy of all 2020 W2 Forms for the unemployed individual
- Copy of RI driver’s license or state ID
- Payment of required fees not covered by the waiver
NOTE: Required documentation should be received by the Bursar’s Office no later than May 28th for Session I and July 9th for Session II. Tuition waiver requests will not be processed if forms are incomplete or documentation is missing.
Waiver students may not register for classes until the last day before classes begin.

Summer Session I - May 14, 2021
Summer Session II - June 25, 2021
**Registration prior to this date will not be eligible for the tuition waiver. Certain classes are not eligible for the tuition waiver (i.e. student teaching, applied music, clinical nursing & independent study).
IMPORTANT NOTICE
Waiver recipients enrolled in a degree program (matriculated students) are required to apply for Financial Aid by filing the 2021-2022 Free Application for Federal Student Aid (FAFSA). Please apply online at
www.fafsa.ed.gov. Any scholarship or grant aid awarded will be applied toward your tuition in lieu of your waiver and the amount of your waiver will be reduced accordingly. Waiver applications will be returned or denied if the FAFSA is not completed.
If you are considered a dependent student for financial aid purposes, you are not eligible for an unemployment waiver.

Senior Citizen Waiver
Certain Rhode Island residents who are at least 60 years of age may apply for a senior citizen waiver of tuition and registration fee for courses taken at Rhode Island College.
Requirements:
- You must be a Rhode Island resident at least 60 years of age.
- You must complete and submit the
Senior Citizen Means Test form a signed copy of your 2020 Federal tax return with W-2’s and a copy of RI driver’s license or state ID to the Bursar’s Office. You must meet the conditions imposed by the Means Test.
- Waiver approval is based on space availability. Registration may not occur prior to the designated waiver registration date, typically the last day prior to the start of the semester.
The registration date for Summer 2021 are:
Session I - May 14, 2021
Session II - JUne 25, 2021
- You must submit payment of required fees not covered by the waiver.
The Bursar Office will determine eligibility under this program. All waiver recipients who are in a degree program are required to apply for financial aid.
Any scholarship/grant aid you are awarded will be applied to your tuition in lieu of your waiver and will reduce your waiver by the amount of the award.

Disabled Veteran Waiver
Rhode Island residents with a Department of Veterans Affairs service-related disability of at least 10 percent may apply for a Disabled Veterans Tuition Waiver. You should submit your request for a
Disabled Veterans Tuition Waiver, along with the appropriate documentation, to the Bursar Office.
The Disabled Veterans Tuition Waiver applies to tuition only. All fees associated with the tuition will continue to be charged to the waiver applicant.
The Bursar Office will determine eligibility under this program. All waiver recipients who are in a degree program are required to apply for financial aid. Any scholarship aid you are awarded will be applied to your tuition in lieu of your waiver and will reduce your waiver by the amount of the award.
Courses Not Eligible for Waiver Consideration
Courses, in which the number of students enrolled directly affects the instructional costs, are not eligible for tuition waiver. For example: student teaching, applied music, independent study, TV courses, and some courses with clinical requirements and internships are not eligible.
New Federal Law Compliance Required for VA Approved Schools
On December 31, 2018, the President signed into law the Veterans Benefits and Transition Act of 2018.
Beginning August 1, 2019, for any student using Ch. 33 Post 9/11 GI Bill or Ch. 31 Vocational Rehab benefits, even if the VA has not yet paid tuition and fees, Rhode Island College will not:
- Prevent student from enrolling.
- Assess a late penalty fee.
- Require securing alternative or additional funding.
In addition, the statute allows for and RIC does require Ch. 33 and Ch. 31 students to take the following additional actions:
- Submit a certificate of eligibility (or 1905) for entitlement to educational assistance no later than the first day of a course of education.
- Submit a written request to use such entitlement.
- Provide additional information necessary to the proper certification of enrollment.
- Require additional payment or impose a fee for the amount that is the difference between the amount of the student’s financial obligation and the amount of the VA education benefit disbursement.
